ICQ plucker is a freeware migration tool that allows you to upload your ICQ contacts to a jabber server.
Please take a look at it's features.

Features in version 1.0 :

• Automatically reads ICQ contact lists of Mirabilis ICQ client version
• allows you to add and remove items from your jabber roster
• uploads your new roster to a jabber server you specify

What's missing:

• Group information of your ICQ contacts is not reflected in your roster
• Only the ICQ 'UIN' and the 'nickname' properties are converted (this is a limitation of the ICQ library I use)
• contacts that you've added will pop-up as 'Pending'
